AGENDA FOR SITE VISIT, DECEMBER 14-16, 1993 (TAC NO. L21656)

This letter is to confirm that the license renewal review team will visit the Richland manufacturing plant on December 14-16, 1993 (agenda enclosed).

The purpose of the visit is to familiarize the review team with the facility and to discuss issues concerning the license renewal.

We expect to discuss the following specific topics:

chemical safety, fire protection, environmental protection, radiation protection, and nuclear criticality safety. We request that the individuals on your staff who are responsible for these areas be available to participate in discussions scheduled for Tuesday afternoon and Wednesday morning. We anticipate completing the discussions for all of these topics, except chemical safety, on December 14-15. 1993.

The chemical safety discussion is expected to take one additional day, December 16, 1993.

Participants will include Nuclear Regulatory Commission staff and contractors from Science Applications International Corporation (SAIC).

SAIC has been contracted to assist in the review of the renewal application and preparation of the Environmental Assessment and Safety Evaluation Report for the license renewal. We are aware that the license renewal application contains I

proprietary information; NRC's contract with SAIC includes a contractor commitment to handle the proprietary information in accordance with NRC requirements.

In addition, Dr. Michael Tokar and I have scheduled a meeting with the State j

of Washington's Department of Ecology and Department of Health in the Department of Ecology's Kennewick office on Thursday morning, December 16, 1993. The purpose of the meeting is to discuss (1) the scope and general i

conditions of your Part 70 license, (2) the State's plans for the Dangerous Waste Permit and (3) renewal of your State-issued source material license, in order to avoid issuing conflicting or duplicative license and permit conditions.
