in accordance with 10 CFR 50.4(b)(1), enclosed is Technical Specification Change Request (TSCR) No. 250.

GPU Nuclear requests that the Technical Specifications (TS) contained in Appendix A to the Facility License be amended to revise TS 2.1.A to reflect a change in the Safety Limit Minimum Critica~1 Power Ratio (SLMCPR). In addition, as a result of the change to the SLMCPR, a change to TS 3.10.C is proposed to revise the operating CPR limit for stability. The TS pages showing the proposed change are contained in Attachment 2. This license amendment application provides in Attachment I a discussion of the proposed TS changes, a safety assessment of the proposed TS changes, information supporting a fmding of no Significant llazards Consideration and information supporting an Environmental Assessment.

In accordance with 10 CFR 50.91 (b)(1), the designated ollicial of the State of New Jersey Bureau of Nuclear Engineering has been sent a copy of this TSCR.

6730-96-2299 Page 2 The current SLMCPR (1.07) and stability MCPR (1.47) limits remain conservative and applicable from the beginning unti! the middle of Cycle 16. The Cycle 16 Core Operating Limits Repon (COLR) and supporting reload analyses are based on the revised SLMCPR (1.09) and stability CPR (1.49) limits. The Cycle 16 COLR will be effective at the beginning of the cycle. Cycle 16 is currently planned to begin on or about October 15,1996. Since the existing limits remain conservative through mid-Cycle 16 and the Cycle 16 core is designed for approximately 22 months of full power operation, GPU Nuclear rquestiissuance of the litznse amendment within 10 months of the start of Cycle 16. Assuming a 100% capacity factor anl plant startup on October 15,1996, we request the license amendment to be issued no bter than August 15,1997.
