Dear Mr. Thompson:

It was a pleasure meeting with you on 8/8/85 and to have the ,

opportunity to discuss the Yankee SEP program status. As we l indicated to you, there are several significant issues that are l near resolution for SER issuance, e.g. seismic and tornado, and finalization requires NRC resources. We are spending a signifi-cant amount of money on SEP and other projects to upgrade the plant in anticipation of a reasonable outcome from the total spec-trum of SEP issues, including PMP as well as those noted above. l We would like to see these issues resolved promptly. We have l noted our concern in this area on several occasions in the recent past. Our Project Manager, Mr. J. D. Haseltime briefed you of our concerns at a meeting at the NRC on February 7, 1985. Since that time very little progress has been made. We were pleased to hear that you will personally discuss the PMP issue with FERC. We under-stand that the NRC staff seismic reviewer (who has nearly completed the Yankee evaluation) will be available September 1. We would like to have him dedicated to this issue at that time.

If we proceed as noted above, we believe that all issues can be resolved by the end of the year and we are prepared to work with your staff in order to meet this schedule. As you know, we do not think that it is necessary to again go to the ACRS after we have resolved the issues to your staff's satisfaction. We encourage your support and commitment for this overall program so we can resolve the SEP issues promptly. We could then proceed with all of the remaining SEP plant modifications.
