APPENDIX A NOTICE OF VIOLATION Rhode Island Atomic Energy Commission Docket No. 50-193 Narragansett, Rhode Island License No. R-95 As a result of the inspection conducted on June 11-12, 1985, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C),
the following violation was identified:
Technical Specification B, " Containment", Section 1, Reactor Building, requires that each absolute filter cartridge of the clean-up system shall be individually tested and certified by the manufacturer to have an efficiency of not less than 99.97% when tested with 0.3 micron diameter diocty1phthalate smoke.
Contrary to the above, the licensee was unable to provide the manufacturer's documentation for the absolute filters on the clean up system to verify that the efficiency of the filter was not less than 99.97% when tested with 0.3 micron diemeter dioctyphthalate smoke.
This is a Severity Level V Violation (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, Rhode Island Atomic Energy Commission is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
