Letter, R.C. Pierson to L.J. Maas, " Revisions to Fundamental Nuclear Material Control Plan (TAC No. L30880), dated August 21,1996 in the referenced letter the NRC accepted changes to Siemens Power Corporation's (SPC's)
FNMC plan (amendment 36 to license SNM-1227) which dealt, among other things, with SPC's j
method of shipper / receiver difference (SRD) analysis of UFe receipt. During his inspection the week of November 4,1996, C. Ong reopened the question of SRD analyses and proposed additional changes to SPC's FNMC plan. The changes were also conveyed to SPC by NRC HQ staff during a telephone conversation between R.E. Vaughan (SPC) and E.Q. Ten Eyck (NRC) and various members of the staff.
In the interest of facilitating completion of SPC's license renewal, SPC hereby submits revised f
pages 7-2, and 7-3 of EMF-12(P), " Nuclear Materials Safeguards Procedures Description for the Fuels Fabrication Plants." The changes describe the procedures SPC will use to determine percent uranium in receipts of UFe.
