On October 3,1996, Consumers Power Company received U.S. Nuclear Regulatory Commission (USNRC) Generic Letter 96-06: Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions dated September 30, 1996.

Reauested Actions (s)

Addressees have been requested to determine:

(1) if containment air cooler cooling watcr systems are susceptible to either waterhammer or two-phase flow conditions during postulated j

Mcident conditions; i

(2) if piping systems that penetrate the containment are susceptible to thermal expansion of fluid so that overpressurization of piping could occur.

If systems are found to be susceptible to the conditions discussed in the generic letter, addressees are expected to assess the operability of affected i

1 systems and take corrective action as appropriate in accordance the i

requirements stated in 10 CFR Part 50 Appendix B and as required by the plant i

Technical Specifications.

containment, the basis for continued operability of affected systems and components as applicable, and corrective actions that were implemented or are planned to be implemented. If systems were found to be susceptible to the conditions that are discussed in this generic letter, identify the systems affected and describe the specific circumstances involved.

Reautred Response Within 30 days of this generic letter, addressees are required to submit a written response indicating (1) whether or not the requested actions will be completed, (2) whether or not the requested information will be submitted and (3) whether or not the requested information will be submitted within the requested time period.

Licensee Response The Big Rock Point Containment heat removal systems include the containment spray system, a containment ventilation system, and an emergency (isolation) l condenser. The containment ventilation cooling system is supplied from the non l

safety-related service water system, and is not considered essential equipment l

in order to achieve safe shutdown, and therefore is classified as functionally non safety-related with regard to containment cooling. No credit is taken for the Service Water System for mitigating the consequences of a loss-of-coolant-accident.

The Big Rock Point Staff will provide a response to the requested actions wl thin 120 days of the date of the generic letter. This letter therefore meets the 30 day required response I
