Revised Response to Notice of Violation, NRC IE Inspection Report Number 50-461/81-05
Dear Mr. Keppler:
This letter is in reference to the Illinois Power Company response U-0244, dated June 11, 1981, to your Notice of Violation dated July 21, 1981, NRC IE Inspection Report Number 50-461/81-05.
The violation identified by the NRC inspector was that
" controlled welding procedure specifications with the associated welding parameters sheets were not located at the prescribed activity (welding)."
Illinois Power Company letter U-0244 provided the following response:
The Welding Procedure Specification Information Hand-books
(" Blue Books") which contain a listing of welding parameters have been recalled and will be reissued to Discipline Superintendents for distribution to welders as controlled documents and will be kept current per BA Project Procedures.
It has become increasingly difficult to maintain proper control of Weld Procedure Specification Handbooks issued to welders.
The degree of difficulty is in direct relation to the large number of weld procedure specifications and the large number of procedure revision, both experienced in the past and proj ected for the future.
Quality assurance surveillance activities highlight the need for an improved method of controlled distribution of welding parameters.
Therefore, the following revised response is provided:
1.
Welding parameters were incorporated into controlled document BTSF 030, Form JV-200, Welding Material Field Requisition Form.
This form remains with the rod issued to the welder, and therefore, the welding parameters are available at the weld site.

Welding Procedure Specification Manuals will be issued to the applicable construction superintendents.

Baldwin Associates procedure BAP 2.0, Document Control, will be revised to remove the Welding Procedure Specification Handbook from controlled distribution.
Handbooks currently issued will be recalled.
Distribution of Welding Procedure Specification Manuals to superintendents will place approximately 25 manuals into work areas.
Inclusion of welding parameters on BTSF 030 supplements the information on the traveler issued to control the construction activity.
Adequate direction is thereby given to the welder, and the welding procedures will be available within reasonable proximity to the work.
I trust that our response is satisfactory to maintain compliance with regulatory requirements.
