CRYSTAL RIVER NUCLEAR GENERATING PLANT UNIT 3 OVERPRESSURE (LTOP) TRANSIENT - 10 CFR 50 APPENDIX TEMPERATURE LIMITS (TAC N0s. M75304 AND M96662)

Dear Mr. Beard:

In a letter dated August 31 1995, we denied yo'ur request for technical specification (TS) changes r, elating to low temperature overpressure protection (LTOP) and LTOP setpoints based on a non-10 CFR Part 50, Appendix G methodology.

You had proposed this approach on the basis.that an LTOP-type event has a low probability of occurrence at your facility; can be classified as an unanticipated operational occurrence; and is consistent with the recomendations in Generic Letter (GL) 88-11 NRC Position on Radiati Embrittlement of Reactor Vessel Materials and Its Impact on Plant Operations."

In our August 31, 1995 that we do not concur with your basis for the LTOP protection s methodology; and, accordingly, requested your revised response to GL 88-11.

By letter dated September 6, 1996, you informed us that you plan to submit a revised response to GL 88-11 by October 15, 1997.
