Byron Station Unit 1 Elimination of Postulated Pipe Breaks in the RCS Primary Loops NRC Docket No. 50-454 References (a): September 17, 1984 letter from E. D. Swartz to H. R. Denton (b): June 28, 1985 letter from K. A. Ainger to H. R. Denton

Dear Mr. Denton:

References (a) and (b) provided the technical justification and value impact analysis for applying the leak-before-break concept to the reactor coolant system primary loops at Byron and Braidwood stations. Based on that information, Commonwealth Edison requested a partial exemption from General Design Criterion (GDC) 4 be granted for the first two fuel cycles of each Byron and Braidwood unit.

Since Byron Unit 1 apparently stands on a different footing because it is operating, Commonwealth Edison is withdrawing, without prejudice, the request for a partial exemption from GDC-4 for this unit.

Please address any quest' ions regarding this matter to this office.
