DPR-54 SPECIAL REPORT NUMBER 85-10 The Sacramento Municipal Utility District hereby submits Special Report 85-10 in accordance with Rancho Seco Nuclear Generating Station Technical Specification, Sections 3.14.6.2 and 6.9.5.E.
This report provides an updated list (attached) of nonfunctional fire barriers reported in our July 17, 1985 Special Report 85-08 and identifies any nonfunctional fire barriers detected or created since that report which were not restored to functional status within seven (7) days.
The District has evaluated each nonfunctional barrier against the requirements of Technical Specification 3.14.6 and has verified that the appropriate fire watch has been established.
As stated in the July ll, 1985 Special Report 83-08, the District is providing a description of its program and associated schedule.
The penetration program has been divided into fcur major program efforts:
(1) electrical penetrations, (2) mechanical penetrations, (3) dampers, and (4) doors. The status for each program area follows:
1.
Electrical Penetrations - A detailed walkdown of electrical penetrations has been concluded and all potential installation deficiencies have been identified.
Electrical penetration deficiencies identified as of August 1, 1985 will be sealed or upgraded by August 30, 1985 except for the conduit through cable tray seals which will require additional fire tests to determine appropriate resolution.
Certain bus ducts which are inaccessible until a refueling outage will not be sealed until the 1986 "efueling outage, but suitable compensatory measures will remain in affect until restoration of the seal is complete.

Mechanical Penetrations - A detailed walkdown of all mechanical penetra-tions is currently in progress. Each seal is being analyzed to substantiate its fire rating with a fire test report or engineering analysis performed by a registered fire protection engineer.
Seals which cannot be sub-stantiated are being reworked or replaced.
All mechanical penetrations identified as deficient as of August 1, 1985 will be repaired by September 6, 1985.

._, 3. Doors - The District had Underwriter's Laboratory (UL) personnel evaluate the fire doors and their report identified the bulk of fire doors which are being reported as inoperable. Additional door analy-ses have been conducted since then to account for changes in fire area boundaries and door upgrades identified by the 1985 Rancho Seco Fire Hazard Analysis Report Update. Of the door deficiencies identified, some repairs have already been completed and all doors are currently scheduled to be repaired by November 1, 1985. In an effort to get field labeling done on modified doors, UL has found several doors un-acceptable for relabeling because of security modifications. The District is working to resolve this item. 4. Dampers - The District has completed a 100 percent walkdown of all existing dampers and of all ducts which do not contain dampers that penetrate fire area boundaries. All dampers or duct penetrations not containing dampers have been evaluated to determine the requirements consistent with the 1985 Rancho Seco Fire Hazards Analysis Report Update. The dampers identified as deficient or missing by this walk-down will be repaired or installed by November 22, 1985. All of the above schedules are based on information as of the date of this letter. Because of the uncertain nature of materials delivery and problems identified during repair / installation, these schedules may require modification. Therefore, as new information is received, the District will update these schedules to reflect the new information. In summary, the District has a comprehensive program to repair and upgrade exist-ing penetrations. The District has control in place to identify future breaches in barriers and ensure that they are closed or repaired in a timely manner.
