by letter dated December 23,1996, regarding the overtime control TSR 3.2.2 b.2 as specified in issue 37 of DOE /ORO-2027 Revision 3 entitled " Plan for Achieving Compliance with NRC Regulation at the Portsmouth Gaseous Diffusion Plant." Please reference this i
