Subject: Systematic Assessments of Licensee Performance (SALPs)

This refers to the Haddam Feck and Millstone 1 and 2 SALPs we discussed with you

and your staff on June 4, 1985 at the Millstone site. Your comments on our SALPs

have been reviewed. The SALP reports and your submittals are enclosed.

Our overall assessment is that there is a high degree of management attention and

involvement directed at safe operation of the three units. The ratings for the

Millstone units, in particular, reflect your commitment to a high level of perfor-

i mance. Nonetheless, there are areas where we perceive performance has declined

at Haddam Neck and where more management attention is needed.

We acknowledge your comment on Functional Area I of the Haddam Neck SALP. The

statement you questioned related to deviations from normal QA requirements and

after-the-fact determinations of quality. Although we are not changing the SALP

rating, we have modified the discussion in the report.

No reply to this letter is required. Your actions on the enclosed SALPs will be

reviewed during regular inspections of your facilities.
