Dear Ms. Garde:
I am in receipt of your unsigned letter of June 28, 1985.
You express disappointment that I was unable to conclude that misconduct by Region II personnel was involved in handling allegations of harassment at Catawba. You were correct in noting that I depended on the Regional Administrator to assist me in replying to your concerns. As you must be aware, organizationally I must place trust in each Regional Administrator to conduct the day-by-day business of IE in the field.
If that basic trust is to be questioned, it should be on the basis of facts, not assertions. If you have such facts, I request you provide them to the Office of Inspector and Auditor who has responsibility for such matters as NRC employee misconduct.
