Dear Mr. Denton:

Pursuant to 10 CFR 50.59, Commonwealth Edison proposed to amend Appendix A, Technical Specification to Facility Operating License NPF-ll.

These changes were submitted for your staff's review and approval in Reference (a). This revised submittal modifies reference (a) by deleting, from our original request,.surveillances that were recently completed during an unplanned Unit 1 outage. Due dates for three of the surveillances have also been revised, however, no surveillance has a due date before September 22, 1985. Our request for a waiver of a maximum of 36 days remains as described in Reference (a). This revised submittal simply reduces the scope of our original request. /

The unplanned Unit 1 outage started July 12, 1985 and was completed July 26, 1985. The outage was scheduled for 9 da'ys with surveillances to be done the week of July 15, 1985. After July 21, the Unit was on day-by-day scheduling. ,

Work during this unplanned Unit 1 outage was constrained by:

-(1) Unit 2 startup (July 22, 1985) after a 5 month outage (2) Work on Unit 1 leaking valves (including leak rate testing these valves) - the reason for the outage (3) RHR out-of-service - all ECCS not available.

Attachment A identifies our original submittal revised to reflect those surveillances completed during the unplanned Unit 1 outage.

' Attachment B deletes tech spec pages, that were originally requested to be revised, by removing the surveillances accomplished during the unplanned Unit 1 outage.

Commonwealth Edison is notifying the State of Illinois of our revised request for this amendment by transmitting a copy of this letter and its attachments to the designated State Official. The evaluation of signifi-cant hazards consideration is included in Reference (a).

Please direct any questions you may have regarding this matter to this office.

Three (3) signed original and thirty-seven (37) copies of this trnasmittal and its attachments are provided for your use.
