Dear Mr. Hickey:

As requested by the NRC Staffin a telephone conversation during the week of August 26, four (4) copies of the following documents are enclosed:

USEC's Applications for a certificate of compliance for the Paducah, Kentucky and Portsmouth, Ohio Gaseous Diffusion Plants (GDPs), Volumes I through 4, up to and including the latest issued revision (Revision 6, August 12,1996);

j Plans for Achieving Compliance with NRC Regulations at the Paducah and Ponsmouth Gaseous Diffusion Plants (Compliance Plans), up to and including the latest issued revision (Revision 3, Change A, August 1,1995).

These copies are fully inserted to incorporate all previously submitted revisions of the Application and Compliance Plans, and no funher changes have been made beyond those revisions previously b

submitted to the NRC under oath and affirmation. Since these copies include only those revisions previously submhed under oath and affirmation, an additional oath and aflirmation is not included with mOE this submittal. These copies are intended to replace those previously provided to the NRC and have been Eo' assigned to the individuals listed on page 3 of this letter.

The enclosed copies of the Applications and the Compliance Plans contain certain trade secrets and

'Ed commercial and financial information exempt from public disclosure pursuant to Section 1314 of the 58 Atomic Energy Act of1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In accordance with 7

10 CFR 76.33(e) and 2.790(b), revisions of these documents were submitted under separate cover by b

USEC letters. The Attachment lists the USEC letters which transmitted each proprietary Application

those revisions previously submitted with aflidavits, an additional aflidavit is not included with this submittal. Appendices to the Compliance Plans are considered to be proprietary commercial and financial information consistent with the NRC's December 11,1995 letter. USEC would expect the NRC to treat all information designated as proprietary with the same controls as the original submittals.
