Dear Mr. Denton:

Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Sections 3.4 and 3.15.

These changes reflect the installation of a degraded grid voltage protection system at Zion Station.

The design requirements for this system were transmitted to Commonwealth Edison Company in reference (a). Reference (b) approved the

-proposed modifications and draft Technical Specifications. Attachment 2 provides a general description of Zion's degraded grid protection system. 1 Attachment 3 contains a demonstration that the proposed amendment does not involve a significant hazards consideration. This change has received on-site and off-site review and approval.

Reference (b) also requested that the Technical Specification change request be submitted subsequent to the installation of the degraded grid protection system. Installation is complete on Unit 1. However, final installation and testing on Unit 2 will be completed during the Fall, 1985 refueling outage. This outage is scheduled for completion in January of

.1986. Thus, the issuance of this amendment should be delayed until after the end of the refueling outage to ensure that installation is complete and to preclude any. potential conflicts between Unit 2 startup and the newly issued requirements.

However, Zion Station currently has a $150.00 credit due to a consolidation of amendment requests. Please apply this credit toward the required fee for this submittal.

As required by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter and its attacnments.
