Request for Permanent Exemption for Chester County, Pennsylvania from the Requirement for Full Participation in Exercises Involving the Peach Bottom Atomic Power Station As-indicated in the attached letter, the Pennsylvania Emergency Management Agency (PEMA) has requested that Chester County be exenipted from full participation in joint exercises involving the Peach Bottom Atomic Power Station, provided the county fully participates in all joint exercises involving the Limerick Generating Station.
There is only one Chester County municipality within the 10-mile EPZ for Peach Bottom, while there are 15 Chester County municipalities within the Limerick 10-mile EPZ. The county's emergency response capabilities are much more strer.uously taxed in Limerick exercises than in Peach Bottom exercises.
PEMA's request for this exemption commits the county to the level of participation in Peach Bottom exercises necessary to permit full participation by West Nottingham Township, the one municipality in the Peach Bottom 10-mile EPZ.
I believe Pennsylvania's request to be a reasnnable one and one that, if granted, will be conducive to maintenance of a satisfactory level of county and municipality preparedness for response to accidents at either Limerick or Peach Bottom. I therefore support the request and recommend that the exemption be granted under the authority of CFR 350.9(c)(3).
