Dear Dr. Grace:
Carolina Power and Light-(CP&L) determined on October 25, 1985, that the event described in Licensee Event Report (LER) 85-06 is reportable per 10CFR21.
Seismic supports were declared inoperable based on the requirements of IE Bulletin 79-02.
LER-85-06, dated February 14, 1985, is considered to meet all the reporting requirements to the NRC per 10CFR21. Additional information on this event may be obtained from CP&L's March 14, 1985 response to the violation issued in Inspection Report 85-06.
This determination was delayed due to a parallel evaluation being conducted by the Architect Engineer involved in the event. A CP&L Corporate Officer has been nothied of this 10CFR21 determination.
