Gentlemen:

This refers to the special safety inspection conducted by Messrs. W. Rogers,

D. Kosloff, M. Ring, N. Choules and P. Wohld of this office on June 9 through

June 23,1985, of activities at Davis-Besse Nuclear Power Station authorized

by NRC Operating License No. NPF-3 and to the discussion of our findings with

Mr. T.D. Murray at the conclusion of the inspection.

Tha enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

This special inspection was conducted in response to the Loss of Feedwater

event that occurred at the Davis-Besse plant on June 9,1985. The enclosed

report describes the initial actions taken by Region III NRC personnel in

response to this event. This report is the first of a series of reports

relating to inspection efforts surrounding the June 9th event and problems

that were identified during the event.

While no violations of NRC requirements are identified in this inspection

report, the NRC concerns identified as " unresolved items" are being reviewed

for potential enforcement actions. You will be notified in subsequent

Inspection Reports as to the resolution of these findings.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosures

will be placed in the NRC's Public Document Room.
