Gentlemen:
Subject: NRC Special Inspection of Rancho Seco'
This refers to the special safeguards inspection conducted by
Mr. L. R. Norderhaug of this office during the period September 25 through
October 24, 1985, to review the circumstances and corrective ections
associated with a recent security event. The event was reported by you to the
-NRC by telephone on September 16, 1985. The results of the inspection were
discussed by the inspector with Messrs. R. Moore, G. Coward and other members
of your organization at the conclusion of the visit on October 24, 1985.
Areas examined durin; Mis inspection included activities related to physical
protection as descri' m in the enclosed inspection report. Within these
areas, the. inspection consisted of selective examinations of procedures and
records, interviews with facility and other personnel, and observations by the
inspector.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of your safeguards and
security measures are exempt from public disclosures; therefore, the enclosed
inspection report will not be placed in the Public Document Room and will
receive limited distribution.
We have determined that the enclosures so designated contain Safeguards
Information and therefore are subject to the controls of 10 CFR 73.21.
