Gentlemen:

This refers to the routine safety inspection conducted by Drs. M. J. Oestmann

and R. B. Holtzman of this office on September 18-20, 1985, of activities at

the Clinton Nuclear Power Station, Unit 1, authorized by NRC Construction

Permit No. CPPR-137 and to the discussion of our findings with Mr. D. P. Hall

and others of your staff at the conclusion of the inspection.

An additional

discussion was held by telephone with Messrs. F. Spangenberg and J. Wilson

on October 9, 1.985.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No items of noncompliance with NRC requirements were identified during the

course of this inspection.

We are concerned with the rate of progress in laboratory program development

and the consequent delay in completion of personnel training since our previous

inspection.

The appreciable slippage from an earlier anticipated target has

reduced the opportunity for your staff to become fluent in radiochemical

analysis through on-the-job work with applicable procedures and may impact on

laboratory readiness for the projected January 1986 fuel load.

It also

increases significantly the need for detailed management oversight of these

activities during the early phases of plant operation.

Based on discussions

with your staff at the exit interview and by telephone on October 9, 1985, we

understand that a qualified radiochemistry consultant will be retained to

provide advice and assistance to the Supervisor - Chemistry in oversight of

radiochemistry activities for a period of six months after fuel load. We

further understand that this commitment will be documented in correspondence

to the Office of Nuclear Reactor Regulation.
