Subject: Inspection No. 50-423/85-30

This refers to the Preoperational Security Program Review conducted by

Mr. William Madden of this office on June 17-21, 1985 at Millstone Unit 3,

Waterford, Connecticut, of activities authorized by NRC Construction Permit

No. CPPR-113 and to the discussions of our findings held by Mr. Madden with

Mr. W. Romberg and other members of your staff at the conclusion of the

inspection.

The review was conducted to assess progress on the development of the Unit 3

Physical Protection Program. Areas examined during this review are described

in the NRC Region I Inspection Report which is enclosed with this letter.

Within these areas, the review consisted of selective examination of proposed

plan and procedural commitments for meeting the requirements of 10 CFR 73.55

and 10 CFR 73.67. It aisc incluaed discussions with key menbers of the site

security organization and project engineering staff responsible for the

procurement and installation of security systems, equipment and facilities.

Sections of the enclosed NRC Inspection Report have been determined to be

exempt from public disclosure in accordance with 10 CFR 73.21 (Safeguards

Information). Therefore, those sections will net be placed in the NRC Public

Document Room and will receive limited distribution. This letter and the

remainder of the report will be picced in the Pub!1c Document Room, in

accordance with 10 CFR 2.790(a).

No reply to this letter is required. four cooperation with us in this matter

is appreciated.
