VISUAL WELD ACCEPTANCE CRITERIA FOR STRUCTURAL WELDING AT NUCLEAR POWF.R PLANTS (VWAC) REVISION 2 - DAVIS-BESSE NUCLEAR POWER PLANT In your letter of September 13, 1985 (Serial No. 1184), you referenced an NRC letter in wtich the staff concluded that VWAC, Revision 2, represents a technically acceptable approach for visual inspection of structural weldments of nuclear iower plants that are under the purview of American Welding Society Star dard D1.1 or other non-ASME class structures. Further, you indicated that Toledo Edison will use VWAC, Revision 2 at Davis-Besse for the referenced weldments; and will not use it for inservice inspections that are required by Section XI of the ASME Code. Toledo Edison will document its commitment in the next Safety Analysis update presently scheduled for July 1986.

The staff agrees that your commitment is consistent with its position and is therefore acceptable.
