MILLSTONE UNIT 3 PROJECT AUDIT NO. 59 RESULTS AND

CORRECTIVE ACTIONS INSPECTION REPORT 50-423/85-60

This letter conveys the results and conclusions of the inspection of the audit

results and corrective actions of Northeast Utilities Service Company's (NUSCO)

Engineering Audit No. 59 of Millstone Unit 3 Project dated August 16, 1985.

The inspection was conducted by the NRC's Office of Inspection and Enforcement

from August 26 through August 30, 1985, September 12 and 13, 1985, and

September 18 and 19, 1985, at the NUSCO Millstone Unit 3 Project construction

site in Waterford, Connecticut.

The inspection team was composed of personnel

from NRC's Office of Inspection and Enforcement and consultants.

The specific objectives of this inspection were to (1) review the audit team

findings, (2) ensure the resolution of the findings were adequate, (3) ensure

proposed corrective actions were adequate, and (4) verify that the items identi-

fied in NRC Inspection Reports 50-423/85-29 and 50-423/85-31, were incorporated

into the program or otherwise satisfactorily resolved.

The purpose of this

report is to provide the status of NRC Inspection Items identified in the

previous inspection reports.

The results of the inspection of the other aspects

of Millstone Unit 3 Engineering Assurance In-Depth Technical Audit will be pro-

vided in a Supplemental Safety Evaluation Report (SSER).

The status of NRC Inspection Items from Inspection Reports 50-423/85-29 dated

June 21, 1985 and 50-423-31 dated July 19, 1985 are given in the attached

inspection report.

All NRC action items identified in these two previous

inspection reports were closed.

Stone and Webster Engineering Corporation has published two additional reports

in order to complete the Engineering Assurance Program for Millstone Unit 3

Project; a Corrective Action Status Report and a Phase II Report.

tive action status report will be evaluated to determine whether resolution of

audit observations from Technical Audit No. 59 has been accomplished and the

safety significance of any resulting hardware changes has been assessed.
