infomed me of the practical consideration behind your exception to the annual audit of work history checks for the German TNTR project personnel.
It is our understanding that the German THTR project managment will certify that they possess a documented work history reflecting that the representative has been in good standing for a period of at least three years and that his supervisors and management have not observed any adverse character traits or debilitating emotional instability. These employees' certifications should be formal and individual and their verbal content reflective of an understanding of the intent of the clearance program. Further, should the random drawing select this category of employee for the annual audit, we agree to review i
techniques to deal with the audit requirement. It is understood that these techniques will be other than the physical travel to Genaany by Public Service Company of Colorado personnel.
Mr. Kelly advises that he has reservations about the value or accuracy of the written psychological test for persons not fully accustomed to the American vernacular. However, he reports that you have plans to send persons to an interview session with a psychologist when the written test raises questions.

Dear Mr. Collins:
The purpose of this letter is to document a telephone conversatio'n between Mr. L. M. McBride and Mr. J. A. F. Kelly of your staff j
concerning unescorted access into the Fort St. Vrain facility for a delegation of construction, operation and licensing personnel from the German THTR 300 project. Attached for your information are the two pieces of correspondence regarding the matter.
I In accordance with Mr. McBride's discussion with Mr. Kelly, Public i
Service Company of Colorado will grant unescorted access to the West German THTR 300 staff under the following clearance criteria:
1.
A letter from the German THTR 300 project management stating that the employee is in good standing with his management and that his management nas not observed any adverse character traits or emotional instability such

that the employee could not discharge his duties in a competent manner.
2.
Successful completion of the Fort St. Vrain psychological testing program.
3.
Continued observation for aberrant behavior during the period of time the employee is assigned to Fort St. Vrain.

The West German THTR 300 employees will not require nor will they have access to SNM or documents of a type described in 10CFR Part 95.
A physical audit of the West German personnel, files will not be performed to verify work history backgrounds.
If the random sample used by PSC's QA Department for their annual audit of outside contractor / consultant personnel selects the West German group for audit, PSC will contact NRC Region IV for further advice and disposition.
It is anticipated that the first group of West German THTR 300 staff could arrive at Fort St. Vrain in late December or early January.
Public Service Company of Colorado hereby requests your written concurrence with the unescorted access program for the West Germans as is set forth herein.

HTGR PSC/ West Geman Excnange Program
Dear Mr. Eisenhut:
Public Service Company was recently approached by a delegation of Gemans associated with the construction, operation, and licensing of the Pebblebed Thorium High Temperature Reactor (THTR) to fomulate an infomation and operating experience exchange program. The many similarities between Fort St. Vrain and the THTR should result in many benefits if a long-tem exchange program is initiated.
Fuel loading of the THTR is expected to occur in 1983, so the short-tem benefit to Public Service Company of this exchange program would be minimal. Both the operating utility and the constructor have requested approval to place people at Fort St. Vrain to work with the operating staff as an initial phase of this exchange program. Geman personnel would not be allowea to manipulate controls or valves associated with the plant, but would mainly be observers.
Public Service Company is seeking guidance from the NRC concerning this international endeavor.
In this respect, we would appreciate your response indicating agreement to formulate this exchange t
program.
