REPORT NOS. 50-416/85-12 AND 50-417/85-03

The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed

its periodic evaluation of your Grand Gulf facility. This facility was evaluated

for the period October 1,

1983, through April 30, 1985.

The results of the

evaluation are documented in the enclosed SALP Board Report. This report will be

discussed with you at your Grand Gulf Nuclear facility on July 30, 1985.

The performance of your Grand Gulf facility was evaluated in the functional areas

of plant operations, radiological controls, maintenance, surveillance, fire

protection, emergency preparedness, security, startup testing, training, quality

programs and administrative controls affecting quality, and licensing activities.

The level of performance of your Grand Gulf facility was satisfactory, although

j'

certain weaknesses were evident. A strength was identified in the security area,

while weaknesses during the assessment period were identified in the areas of

emergency preparedness, training, quality programs and administrative controls

i

affecting quality, and licensing activities.

The SALP Board considered it

significant, and I strongly agree, that the identified weaknesses occurred early

in the assessment period and that you subsequently demonstrated a dynamic manage-

ment attitude toward nuclear safety by the implementation of aggressive corrective

actions for each weakness.

In addition to improvement in those areas with

identified weaknesses, the Board noted that the trend of performance was improving

in the areas of plant operations, radiological controls, maintenance, surveillance,

and startup testing. No instances of declining trend were identified.

As we noted in our January 9,1985, letter to you regarding the previous SALP

assessment, the measures which you have taken to improve performance, if properly

implemented and maintained, should result in an improved performance trend leading

to higher category ratings.

Your commitment to these programs and to improved

performance is readily apparent and we will continue to closely monitor your

progress in these areas.

Any comments you have concerning our evaluation of the performance of your

facility should be submitted to this office within 30 days following the date of

'

our meeting at your Grand Gulf facility. We specifically request that you advise

us of actions you plan to take, or have taken, in response to each Category 3

'

rating.

Your comments, a summary of our July 30, 1985 meeting, and my

disposition of your comments will be issued as an appendix to the enclosed SALP
