UNIVERSITY OF WASilINGTON SEATTLE, WASHINGTON 98195 College of Engineering Department of Nuclear Engineering October 23, 1985 Director Office of Nuclear Reactor Regulation U.S.N.R.C.

Washington D.C. 20555

Dear Sir:

The University of Washington Nuclear Engineering Laboratory operates an  !

Argonaut Reactor which is licensed for 100 kilowatts under license R73 (Docket 50-139).

We are in the planning stages of some major refurbishing. The ques-tion has been raised as to whether or not a training reactor such as ours is required to have Instal led only "N" stamped equipment in the thermal-hydraulIcs circuits.

Our interpretation of 10CFR55a is that, sinco we are not operating either a pressurized water reactor or a bollIng water reactor or a power reactor of any sort, we are not required to have "N" stamped equipment.

Wil I you please confirm this Interpretation so that we may more accu-rately estimate the costs of our refurbishing project.

Thanking you in advance for your prompt response to this inquiry, I am Yours truly, YduW , b ibiW$ff Maurice A. Robkin, Ph.D., P.E.
