INTP0 DUCTION By letter dated May 15, 1985, Mississippi Power & Light Company (the licensee) proposed to change the facility Technical Specifications to implement changes in the licensee's organization which would transfer the responsibility for managing nuclear human resources, including recruiting of nuclear operations personnel, from positions under the Senior Vice President, Nuclear, to a newly established position under the Director of Personnel in the corporate organiza-tion. This change would provide the capability to coordinate the entire resources of the Personnel Department in support of the human resources objec-l tives of the Nuclear Production Department. The Technical Specification changes l
would be to delete the position of Manager, Nuclear Human Resources from Figure 6.2.1-1, "Offsite Organization" and delete the position of Administrative Supervisor from Figure 6.2.2-1, " Unit Organization."
EVALUATION The staff has reviewed the proposed changes to the Technical Specifications.
The two organization charts are separately discussed below:
1.
Figure 6.2.1-1 (Offsite Organization)
The position of Manager, Nuclear Human Resources reporting to the Senior V. P., Nuclear is deleted from the Offsite Organization Chart and is incorporated into the newly established position of Manager of Employment reporting to the Director of Personnel. The Manager of Employment is responsible for the recruiting and employment, equal

opportunity and affinnative action programs and the position task l
analysis function.
2.
Figure 6.2.2-1 (Unit Organization)
The position of Administrative Supervisor reporting to the GGNS General Manager is deleted from the Unit Organization Chart and is incorporated into the newly established position of Personnel Supervisor reporting to the Manager of Employment in the Personnel Department.

, l to provide personnel services for the plant and remain on site to enhance the lines of communication between the GGNS plant staff and the Personnel Department.
Based on its review the staff finds the licensee's proposal acceptable.
The NRC staff has no requirements for either position and tFe functions performed by the previous positions are merely being transferred to the newly established positions. Since deletion from the organization charts does not affect plant equipment design, safety criteria or safety analyses and would enhance human resource management, the change would have no significant impact on plant i
safety.
ENVIRONMENTAL CONSIDERATION The amendment involves a change in administrative procedures or requirements.
Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
l CONCLUSION l
The Commission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Register (50 FR 27506) on July 3, 1985, and consulted with the state of Mississippi.
No public comments were received, and the state of Mississippi did not have any comments.
We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be i
endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and issuance of this amendment will not be inimical to the common defense and security or to the l
health and safety of the public.
