4 This refers to the special physical security inspection conducted by

! Mr. R. J. Bailey of this office on April 17 - 19, and 22,1985 at the Limerick

Generating Station, Limerick, Pennsylvanig of activities authorized by NRC

License No. NPF-27, to the discussions of our findings held by Mr. Bailey

I with Mr. Franz and other members of the Philadelphia Electric Company staff at

the conclusion of the inspection, and to subsequent telephone discussions be-

! tween Mr. Bailey and Mr. J. Basilio on May 10 and 22, 1985, and Mr. J. Larkin

. on June 24, 1985. This also acknowledges your letter of April 30, 1985, which

! confirmed commitments made to Mr. Bailey during discussions at the conclusion

of the inspection and to your letter of April 3,1985, which advised us of

! planned improvements in implementation of the Limerick Security Program.

The purpose of this inspection was to determine the state of the training of

security force personnel at the Limerick Generating Station and their ability i

3 to carry out their assigned duties. The findings of the inspection are de-

scribed in the NRC Region I Inspection Report which is enclosed with this let-

ter. The inspection consisted of monitoring reexaminations of a statistically

{ selected sample of security personnel in qualification and requalification

tasks; observation of examination administration; interviews of security per-

il sonnel; reviews and evaluations of examination results; and reviews of security

event reports.

l Within the scope of this inspection, no violations were observed. The inspec-

l tors determined that, with a 95% confidence level, security force personnel

i are sufficiently knowledgeable to carry out their assigned duties. While

i statistically unacceptable failure rates on certain examinations were observed ,

i for a specific group in the security organization, observations of on-the-job

i performance of this group by the inspectors determined that the apparent train-

! ing deficiencies did not constitute a significant weakness in your security

program. Remedial training was promptly initiated by your staff for those

members of the security organization who failed any test and each such

individual was subsequently requalified.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
