Dear Mr. Hunger:

l In your letter dated July 25, 1996, you requested NRC approval of a revised l relief request related to the inservice testing program for the Limerick Generating Station, Units 1 and 2. The relief request relates to the leakage testing requirements of the 1986 Edition of the American Society of Mechanical Engineers (ASME) Boffer and Pressure Vessel Code (the Code); and requested approval of the use of certain portions of a later edition of the ASME Code for inservice leakage testing of containment isolation valves. Four other relief requests, related to extending the quarterly exercise test of certain check valves, were submitted in the July 25, 1996, letter, but were withdrawn by a letter dated September 24, 1996.

The staff has evaluated the information provided in your submittal, and determined that use of portions of the later edition of the ASME Code are acceptable for the reasons discussed in the attached safety evaluation. Note that the safety evaluation does not approve containment isolation valve leakage testing in accordance with Option B of Appendix J, which is generally reviewed as a Technical Specification (TS) change. You submitted a TS change request under a separate action, in a letter dated June 28, 1996. We are i l currently reviewing the TS amendment request.
