Dear Mr. Musolf:

The Comission has completed the review of your November 4,1983 response to Generic Letter 83-28 Items 3.1.3 and 3.2.3 Post-Maintenance Testing of Reactor Trip System Components and All Other Safety-Related Equipment, for the Prairie Island Nuclear Plant, Unit Nos.1 and 2. Items 3.1.3 and 3.2.3 are concerned with the review of existing technical specifications for post-maintenance testing requirements that may degrade rather than enhance safety.

Based on the review of your response, we have concluded that at the present time no post-maintenance test requirements were identified in the technical specifications that degrade safety. However, as part of your continuing evaluation, you should factor in such reviews to future technical specification changes to assure that future post-maintenance testing does not degrade the level of safety.

On this basis, we find your responses to these items are adequate in content and therefore are acceptable. We consider our review of items 3.1.3 and 3.2.3 complete.
