Attached is a proposed change to McGuire Nuclear Station's Technical Specifications, to implement the performanced-based l
j containment leak rate testing (CLRT) requirements of 10 CFR 50 1
Appendix J, Option B.
Note that the proposed change incorporates only the provisions or Option B that apply to Type A j
(containment) testing.
i The proposed (mark-up) changes to Technical Specifications are l
i-included in Attachment I, as well as new original pages. A detailed description of the changes and their Technical Justification are provided in Attachment II. Attachment III contains an analysis which supports a finding of No Significant j
Hazards, and an environmental assessment.
i This proposed change, which is applicable to Units 1 and 2 of i.
McGuire Nuclear Station, has been reviewed by the Plant i
Operations Review Committee and the corporate Nuclear Safety y
Review Board.
It is requested that this proposed change be approved by April 1, f
1997, to obviate the need to perform a CLRT during the upcoming i
Unit I refueling outage, EOC10.
Based on previous CLRT results, Unit 1 meets the criterion (two consecutive successful tests) of
{
10CFR50, Appendix J, Option B, to change the test frequency to a
once every 10 years. If this amendment is approved, a CLRT would not be required during this refueling outage.

This amendment request is considered to be a Cost-Beneficial Licensing Action, in that it would save approximately $600,000 per averted CLRT.
