SUBJECT: NR6INTEGRATEDINSPECTIONREPORT 50-413/96-18 AND 50-414/96-18
Dear Mr. McCollum:
On November 30. 1996, the NRC completed an inspection at your Catawba Nuclear
Station. The enclosed Report presents the results of that inspection.
Generally., the facility was operated with an appropriate focus on operational
safety.
In the area of preparation of systems for cold weather operations,
your efforts to implement a cold weather protection program were not
commensurate with the significance of and frequency with which equipment
problems have been encountered during previous winter seasons.
Progress
toward drafting both corporate and station guidance in the development of a
structured cold weather protection program has been narrow in scope and not
timely.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice." a copy of
this letter and its enclosures will be placed in the NRC Public Document Room
(PDR).
