FLA"MABLE LIQUIDS CONTPOL CMiles, OPA DKubicki V8enaroya Ce: Haddam Neck Plant The Commission has issued the enclosed Amendment No. 69 to Facility Operatire License t'n. DPR-61 for the Haddam Neck Plant. This anendment is in response to your application dated July 10, 1985 as modified August 1, 1985.

This license amendment modifies the plant Technical Specification by ircorporating requirenents which restrict the volume of flamable liquids in the centrol room to no greater than one pint. If it becomes necessary to introduce quantities of flamable liquids in excess of one pint, written permission is obtained from the Supervising Control Operator or Shift Supervisor and a dedicated fire watch is assigned to the ectivity to ensure that the flammable licuid veuld not threaten the safe shutdown capability.

A Notice of Consideration of Issuance of Amendnent to License and Proposed No Significant Hazards Corsideration Determination and Opportunity for Hear'og related to the requested action was published in the Federal Peqister on August 28, 1985 (50 FR 34936). No comments or requests for hearing were~ received.

A croy of our related Safety Evaluation is enclosed. This action will apcear in the Commission's biweekly notice publication in the Federal Penister.
