Addition of Containment Isolation valves to Table 3.6-1 (section C - Manual valves) of the Technical Specifications
Dear Sir:
Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following change.
Proposed Change Reference is made to the Technical Specifications of License No. DPR-3.
We propose to add two containment isolation valves to Table 3.6-1 (see attached) in order that these valves comply with Technical Specification 3/4.6.2, which requires Type C tests for containment isolation valves.
Reason and Basis for Change A hard-piped containment breathing air system wilt be installed during the 1985 refueling to be used for maintenance activities requiring supplied air. A three-quarter inch line will penetrate the containment (through a spare eight-inch penetration) in order to supply the breathing air. The arrangement of the containment isolation valves meets the requirements of 10CFR, Part 50, Appendix A, Criterion 56, which requires one locked, closed isolation valve inside containment and one locked, closed I?olation valve outside containment. Test taps also permit convenient Type C tests for these valves, as defined in 10CFR50, Appendix J, and required by Technical Specification 3.6.2.
Safety Consideration The significant hazards consideration is based on the guidance provided by axample in 48FR14870. The changes described herein are classified according to the following example of action involving no significant hazards:
A change that constitutes an additional limitation, restriction or control not presently included in the Technical Specifications, for example, a more stringent surveillance requirement.

United States Nuclear Regulatory Commission October 15, 1985 Attention: Office on Nuclear Reactor Regulation Page 2 This change constitutes an additional limitation not presently included in the Technical Specifications. However, this change ensures containment integrity is preserved by enabling these new containment isolation valves to conform to the acceptance criteria for Type C tests, as required by Technical Specification 3.6.2.
This change does not result in any increase to the probability or consequence of a previously analyzed accident or reduce in any way a safety margin.
Based on the consideration contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant consistent with the proposed Technical Specification will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
Fee An application fee of $150.00 is enclosed, in accordance with 10CFR170.21.
Schedule of Change These changes to the Yankee Technical Specifications will be implemented upon Commission approval. We request approval of this submittal by July 15, 1985.
