related to the Three Mile Island (TMI) Nuclear Power Plants and/or the Department of Justice's inquiry into potential wrongdoing by NRC employees.
The documents identified on the enclosed Appendices pertain to Categories 1, 2, 3, 6, and 8 of your request.

in part. Document I contains the legal analyses, advice, and recommendations of the Office of the General Counsel. This docunent was prepared in response to a specific question asked by one of the Commissioners. Documents 2 through 6 represent individual Commissioner opinions in response to the recommendations and advice set forth in SECY-85-30. Document 7 contains the predecisional anal-yses, opinions, and recommendations of the Commission staff to a Commissioner.
All seven documents clearly reflect the predecisional, deliberative processes of the agency. Release of these documents would tend to inhibit the open and frank exchange of ideas essential to the deliberative process. The documents are being withheld from public disclosure pursuant to Exemption 5 of the F0IA (5 U.S.C. 552(b)(5)) and the Comission's regulctions at 10 CFR 9.5(a)(5).
Attachments 2 and 3 of Document 1 are already publicly available. There are no reasonably segregable factual portions in Documents 2 through 7, and they are being withheld in their entirety.
