Dear Mr. Stewart:

EJButcher The Commission has forwarded the enclosed " Notice of Consideration of Issuance of Amendments to Facility Operating Licenses and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing" to the Office of the Federal Register for publication.

This notice relates to your application dated September 19, 1985. The proposed changes would add a statement to the Technical Specifications (TS) specifying which snubbers shall be operable and deleting TS Tables 3.7-4a and 3.7-4b in accordance with NRC Generic Letter 84-13 dated May 3, 1984 and entitled " Technical Specifications For Snubbers." These changes will remove the requirement to update the TS whenever a snubber is added or deleted from NA-182. A list of snubbers will still be maintained as part of NA-1&2 plants records as required by TS 4.9.7.f.

Sincerely, h/

Leon B. Engle, Project Manager Operating Reactors Branch #3 Division of Licensing
