ORGANIZATIONAL CHANGE / TRAINING SUPERVISOP Re: Millstone Nuclear Power Station, Units No. I and No. 2 The Commission has issued the enclosed Amendment No. 104 to Provisional Operating License No. DPR-21 for the Millstone Nuclear. Power Station, Unit No.1 and Amendment No.102 to Facility Operating License No. DPR-65 for the Millstone Nuclear Power Station, Unit No. 2. These amendments are in response to your application dated March 15, 1985.

These amendments remove the Training Supervisor from the Technical Specification Figure 6.2-2 Organization Chart. The Training Supervisor now reports to the corporate Director of Nuclear Training instead of the Station Services Superintendent (prior to this amendment).

We find this change acceptable because adequate technical support for the operation of Millstone Units No. I and No. 2 remains under the control of the Station Superintendent and the resulting organization meets the acceptance criteria of Section 131 of NUPEG-0800, the Standard Review Plan.

A Notice of Consideration of Issuarce of Amendment to License and Proposed No Sionificant Hazards Consideration Deternination and Opportunity for Hearing related to the requested action was publication in the Federal Register on April 23, 1985 (50 FR 16007). No comments or requests for hearing were received.

These amendments relate to changes in recordkeeping, reportino, or administretive procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuart to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

(1) there is reasonable assurance that the health and safety of the public; will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.

The notice of issuance will be included in the Cornission's next biweekly -

Federal Register notice.
