Resolution of Questions Regarding Detailed Control Room Design Review Gentlemen:
Maine Yankee representatives have recently held a telephone conversation with a member of your staff, Mr. J. Kramer, and a representative of your consultant SAIC. The purpose of this letter is to document the resolutions reached on questions raised by the NRC Staff and its consultant.
Attached to this htter is a 1*. sting of the questions by HED number and our response. This submittal is designed to supplement information provided in Reference (d) above. We believe that this should resolve open questions with regard to the Detailed Control Room Design Review.
Additionally, we would like to clarify an apparent misunderstanding in Reference (c). Maine Yankee has not employed a full time Human Factors Engineer. Rather, we have provided human factors training to members of our Plant Engineering staff and have available the expertise of a qualified consultant as needed.

Resolution:
The saturation monitors have been replaced under EDCR 83-32 and a saturation monitor readout has been provided near the HPSI throttling j
station under the same EDCR.
HED #72 Main Control Board B Section - Main Feedwater Controller, Labelled twice, i
once as a flow control, once as a level control.
l Resolution:
The identification label shown on FCB-3BA resolves Part 1 and Part 3 l
of this HED. Part 2, that of scale units not being identified, is not being addressed, but will be reviewed as part of our post-outage review for possible resolution.
HED #B4 Main Control Board B Section steam generator level recorder narrow range and wide range instruments installed side by side. One marked in percent, one marked in inches.
Resolution:
The proper resolution to this HED is dependent upon the outcome of l
the revision of our Emergency Operating Procedures. Depending upon the specific information required by the new EOPs we will modify the labelling of the steam generator level recorder. This can be done l
while on line.
HED #162 Main Control Board C Section quench tank level, pressure and temperature labels. Labels do not describe the function of the equipment.
Resolution:
This HED was resolved by improved labelling as noted on drawing FCB-3CE. Although the scales are not shown in the layout of the
. instruments, a copy of our labelling standards which will be used in i
preparing the oppropriate scales is included with this letter.

, HED #166 Main Control Board B Section Rod Group Position Indicatcrs. No label.
Resolution:
There was a typographical error in the resolution worksheet submitted in Reference (c)..The reference to drawing FCB-3C8 should be corrected to read FCB-3BK.
This drawing shows the digital position indicators for the control rods.
HED #225 Main Control Board A Section Main Feedwater Flow. No units available.
Resolution:
This HED will be addressed by an appropriate label and will be completed during this refueling outage. Because this HED refers to an instrument on Section A of the Main Control Board, and since most upgrades to Section A of the Control Board are tentatively scheduled to be done during the 1987 and 1988 refueling outages, comprehensive human factors drawings have not been prepared for that section. The resolution worksheet reference to FCB-3BA is also incorrect and should refer to a Section A location.
HED #236:
Main Control Board C Section Loop 1, RCP Seal Water Supply. No units j
available.
Resolution:
Units will be provided on the meter scale during this refueling outage.
HED #247:
Main Control Board C Section Saturation Monitor: Vendor name on front panel.
Resolution:
The new saturation monitors do not have the vendor name or other extraneous information on the label.
This was corrected by the implementation of EDCR 83-32.

Main Control Board B Section Tave Indicator.
Instrument scale does not cover cooldown temperature.
Resolution:
The CPA generated to alter the scale on this instrument was disapproved. We have taken a different approach to the resolution of this HED. Under EDCR 85-09, Maine Yankee provided a 0 to 750oF wide range Th and Te two pen recorder.
This recorder does encompass the cooldown region. During a reactor coolant system cooldown, the pens presenting the hot and cold leg temperatures converge. Once convergence has been achieved T average is represented. We do not believe that the addition of a separate T average recorder would be as useful to the operator as the dual pen T hot and T cold recorders.
HED #407:
Electrical Panel. No direct indication that emergency FCC's are energized.
Resolution:
Because this HED concerns the electrical panel, no specific human factors drawings are available at this time as for Sections B and C of the Main Control Board. However, we have resolved this HED by the installation of indicating lights on the electrical panel following our labelling convention.
HED #436:
Main Control Board B Section nuclear instrumentation and delta T power channel recorders. Labels'are above recorders.
Resolution:
The labels for the recorders are being moved to the bottom of the recorder face as shown on FCB-3BF.
HED #503:
Main Control Board extensive use of dyno tape labelling.
Resolution:
Maine Yankee Operations Department has issued a memo to all personnel to minimize, except where absolutely necessary and on a temporary basis, the use of labelling tape on Control Board instrumentation.
Most of the specific instruments called out in this HED will have appropriate permanent lables affixed during this refueling. Please refer to FCB-3BA, 38E, and 38G.

d Main Control Board A Section - PWST instrumentation. No Main Control l
Board indication of PWST level.
4 Resolution:
This HED has baen resolved by a procedure revision. No longer is the i
primary water storage tank utilized as a safety class source of feedwater to the steam generator.
Rather, the DWST provides a dedicated stpply of over 100,D00 gallons of primary grade feedwater during powe operations. Level indication' of the DWST is provided on the Main Control Board and is currently referenced in the Emergency Dperations Procedures.
The marked up procedure was submitted with Reference-(d).
1 HED #618 and 619:
Reactor Vessel Head Region Margin to Saturation.
Resolution:
The margin to saturation meter referred to in the HED has been 3
removed and was replaced with two margin to saturation meters for the reactor vessel core and the reactor vessel head region under EDCR 83-32.
HED #665:
Selector Switch for charging pumps to heat exchanger E-67.
Resolution:
This HED concerns proper labelling on a switch bezel. The bezels for i
this switch and some others arrived too late to be engraved and lacquered for installation during the current refueling outage as originally scheduled. If at all possible we will replace these bezels during power operation if it can be done without compromising i
plant safety.
HED #677:

The resolution is the same as HED #665.

ED #783:
L'ischarge valve selector switch.
Resolution:
This ED concerns the direction of rotation of a selector switch which is contrary to Maine Yankee standards. The switch has been changed such that rotation counter clockwise closes, clockwise opens.
ED #790:
Indication for pressurizer quench tank pressure, level and temperature.
Resolution:
This HED concerns the proper labelling of indicators for pressurizer quench tank *1evel, temperature and pressure. Proper labels have been prepared and will be installed during the current refueling outage as shown on FCB-3CE.
ED #793:
Control switches for charging pumps and auxiliary charging pumps.
Resolution:
This ED concerns potential confusion between control switches for the charging pumps and the auxiliary charging pump. Background shading around the auxiliary charging pump controls has been employed, as well as improvements in labelling and the inclusion of the switches within the appropriate mimics on the Control Board.
