Gentlemen:

This refers to the routine safety inspection conducted by Mr. W. Snell and others i

of this office on September 24-26, 1985, of activities at the Perry Nuclear Power '

Plant authorized by NRC Construction Permits No. CPPR-148 and No. CPPR-149 and to

the discussion of our findings with Mr. F. Stead and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

The attached Appendix contains the two remaining Open Items that need to be

closed prior to fuel load.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC's

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.

Emergency Preparedness Open Items

The following Open Items are required to be completed prior to fuel load. Each

of these items are new items which have been established to facilitate the tracking

of the uncompleted portions of Open Items No. 440/85009-04; 441/85007-04 and

440/85009-05; 441/85007-05 which have been closed.

1. Complete the testing and acceptance of the HVAC and radiation monitoring

system for the Technical Support Center. (0 pen Item No. 440/85060-01)

2. Complete the testing and acceptance of the HVAC and radiation monitoring

system for the Emergency Operations Facility. (0 pen Item No. 440/85060-02)
