Specifications, and Emergency Core Cooling System Technical Specifications for conversion to a 24 month fuel cycle. The NRC/NRR Project Manager in a December 20, 1996 telephons conversation with the DBNPS Staff, requested i
clarification of a state:aent in the Safety Assessment and Significant Hazards Consideration (SASHC) on page 9 of the December 11, 1996 letter's attachment. As discuased with the NRC/NRR Project Manager, the purpose'of this statement was to confirm to the NRC that this license amendment application does not involve an unreviewed safety question.
This clarifying letter confirms Toledo Edison's determination that the afore-mentioned license amendment application does not involve either an i
unroviewed safety question or a significant hazards consideration.
