Dear Mr. Martin:
On September 25, 1985, a discussion took place with Mr. A. Hon of your staff regarding the PVNGS Reactor Cavity Water Seals. During that discussion, Mr. Hon expressed several concerns.
To address Mr. Hon's concerns, the following clarifications are submitted:
The referenced letter stated that the seals have been modified by the addition of the 3/16 inch diameter reinforcing pins in the top flange. Modified, in this context, means the seals themselves have been modified, but are not installed or located in Unit 1 Containment.
The seals for all units are interchangeable, and there are two (2) j modified seals onsite that can be used if needed.
The Reactor Cavity Water Seal is not used unless the refueling pool is flooded prior to refueling operation. Before the reactor head is removed, the multistud tensioner, the refueling machine control console, and the rigging for lifting the seals must be moved into the containment, through the equipment hatch. Concurrent with this move, the modified seal will be transported to the contain-ment and the unmodified seal removed. Therefore, there is no adverse effect by not having the seal stored inside the containment.
To preclude the inadvertent use of the unmodified seal, an addition will be made by October 11, 1985, to procedure 31MT-9RC01, " Head Assembly and Disassembly" which will require verification prior to installation of the Reactor Cavity Water Seal in Unit 1, that the seal is modified in accordance with desiga change package 10C-PC-803.
