SUBJECT:

EMERGENCY PLAN REVIEW - REVISION 15,' DUKE POWER CORPORATE PLAN I.

BACKGROUND The licensee submitted a complete copy of the CEP which incorporated Revision 15 dated April 30, 1985.

Most of the revisions were concerned with general changes. For example, the Nuclear Engineering Services Manager was changed to the Nuclear Engineering Manager and the Emergency Response Coordinator became the System Emergency Planner. Other general changes included correcting of typographical errors and a general repagination of the document. Many of these type changes were made throughout the REP. These changes were determined to neither increase nor decrease the effectiveness of the REP, and will not be discussed further in this report.

II.

SUBSTANTIVE CHANGES Table D-2 Crisis Management Plan, Response to Emergencies - Alert Licensee removed a statement requiring notification of offsite monitoring teams of an alert condition.

Comment: This change neither increases or decreases the effectiveness of the plan, as it is standard practice for the offsite monitoring teams to be made up of the technicians on shift.

Table D-3 Crisis Management Plan, Response to Emergencies - Site Areas Emergency Licensee removed several actions from this table they were as follows:

a.

Provide any assistance requested b.

Limit of activating communications in the two mile EPZ (as a minimum) c.

Despatching of offsite monitoring teams Comment: These changes appear to have no significant impact on the plan effectiveness. As these functions would be performed under the individual station's REP.

Table D-4 Crisis Management Plan - Response to Emergencies - General Emergency Licensee removed two actions from this table, first the instruction to provide assistance as requested and secondly the instruction to dispatch the offsite monitoring teams.

Comment:

These changes appear to have no effect on the plan effectiveness.

As these functions are performed under the plant' REP.

E.6 Alert and Notification System Licensee increased the number of sirens in the McGuire system from 50 to 53.

Comment:

This is a plan improvement.

Note:

Appendix 3 of the corporate plan was also changed to reflect the addition of three new s.irens to the McGuire System.

Figure E-2 Crisis Management Center - Emergency Activation Message Licensee reformated this form to make it more concise.

Also added additional information to the form, such as a place to record the time the contact was made.

Comment: This is a plan improvement.

Figure E-3 Activation Checklist Licensee also reformated this figure to make it more concise and easier to read.

Comment: This is a plan improvement.

Figure E-11 Warning Message:

Nuclear Facility to State / Local Government Licensee reformated this figure to make it easier to read and use.

Comment: This is a plan improvement.

Section F.

Communications Systems Licensee changed this entire section to reflect changes in the phone system.

All references to Bell lines became standard telephone lines and all ringdown phone systems became selective signaling phone system.

This section was also changed to reflect the addition of Duke Microwave lines to the system.

Comment:

These changes have no significant impact on the plan effectiveness.

Figure F-1(a) Crisis Management Center Radio System Licensee changed this figure to reflect the name change of the local government contact from county warning points to county EOCs.

Comment:

This change neither increases o.r, decreases the plan effectiveness.

Table J-32 Summary of Evacuation Times-Catawba Nuclear Station Licensee changed chart to reflect the addition of information pertaining to Zone A-3.

Comment: This is a plan improvement.

N.3 Exercises and Drills:

Scenerios and Objectives Licensee removed provisions for providing details on public information activities and submitting advance materials regarding an exercise for observers, Comment: These changes neither increase or decrease the plan effectiveness.

The planning standard continues to be met.

0.1 Crisis Management Center Training The licensee changed a reference.

Previously the station would receive training on the CMC from Part 0.2 of the Crisis Management Plan.

Now information regarding the training on CMC (for plant staff) is found in Section 0 of the plant emergency plan.

Comment: This change has no significant impact on the effectiveness of the emergency plan.

0.5 Training - Period Licensee removed references to parts 0.2 and 0.4 of Section 0.

Comment:

This change neither increases nor decreases the plan effectiveness.

u Table P-2 Implementing Plan Cross Reference Licensee changed the title of an implementing procedure. HP/0/B/1009/14

" Project of Offsite Dose from Release Other than A Vent" became " Projection of Offsite Dose from Releases Other than Through A Vent."

Comment:

This change neither increases or decreases the overall plan effectiveness.

.y Appendix I - Definitions Licensee changed th~e definition of Protective Actions. They removed the part that 1, aid an " uncontrolled release" resulting in a Protective Action.

The licensee also changed the definition of a Protective Action Guide to remove the specific reference to the general population.

Comment:

These changes have no significant impact on the plan effectiveness.

Appendix 4 Evacuation Time Estimates Licensee added a reference to the Oconee evacuation time study which was completed March 1983.

Comment: This is a plan improvement.

Appendix 6 Distribution List - Crisis Management Plan This appendix was updated to reflect a change in staffing and/or staff turnover.

These changes neither increase no decrease the plan effectiveness.

III.

SUMMARY

AND CONCLUSION Based on the review of Revision 15 of the Duke Power Company - Crisis Management Plan, the revisions and changes appear to met the requirements of 10 CFR 50.54(q) in that the changes did not decrease the effectiveness of the plan and the standards of 10 CFR 50.47(b) continue to be met.

NRC's response to the licensee should reflect that these requirements are met.
