This refers to the special safety inspection conducted by Mr. J. Johnson of
this office on June 3-12, 1985. at Vermont Yankee Nuclear Power Station,
Brattleboro, Vermont and at your corporate office Framingham, Massachusetts, of
.
activities authorized by NRC License No. DPR-28 and to the discussions of our
findings held by Mr. J. Johnson with Mr. J. Pelletier and other members of your
staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observations by the
inspector.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
This
violation has been categorized by severity level in accordance with the
revised NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal
Register Notice (49 FR 8583) dated March 8, 1984. You are required to
respond to this letter and in preparing your response, you should follow the
instructions in Appendix A.
Although the safety significance of the two
examples cited is minimal and actions have been initiated by your staff to
improve the assurance of quality during receipt inspection of spare parts,
corrective actions are warranted to confirm the proper application of quality
or safety classification for installation of these parts.
In your response you
should describe the actions you have taken or planned to review the previous
use of parts which have been procured under both safety related and non-safety
related methods.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosures will be placed in the NRC Public Document Room.
