i This letter forwards supplemental Licensee Event Report (LER) 96-049-01, documenting an event that occurred at Millstone Nuclear Power Station, Unit No.1 on May 24,1996. This.

LER is submitted pursuant to 10CFR50.73(a)(2)(i) and 10CFR50.73(a)(2)(v).

This supplemental report provides an update to the cause of the event and the resolution of the relay issues as committed to in Commitment No. B15914-1. Thus this commitment is closed.

Also, the remaining commitment has been moved from the LER form to this letter.

The following is NNECO's commitment made within this letter. All other statements made within this letter are for information only.

4 B15914-2 NNECO commits to qualify the replacement relays by current qualification methods j

to assure proper function during a postulated earthquake. The inadequate relays will j

be replaced prior to startup for operating cycle 16.
