" Final Details of Groundwater and Settlement Monitoring Program" Enclosed are the staff's coments and information needs regarding the groundwater monitoring portion of confirmatory item 5. The enclosure discusses the staff's concern about the location of the unconfined aquifer reccrding well with respect to the well siting criteria stated in the SER and requests that you address this concern. A response in necessary to resolve the groundwater portion of confirmatory item 5.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OM8 clearance is not required under P.L.96-511.

. NRC Staff Coments on Details of the Vogtle Unconfined Aquifer Groundwater Level Monitoring Program (Confirmatory Item 5)

In the Safety Evaluation Report for Vogtle, Units 1 and 2 (NUREG-1137),

the applicant was to coordinate the final details of the groundwater level monitoring program with the NRC staff (part of Confirmatory Item 5).

The applicant discussed its groundwater level monitoring program during a site visit on June 19, 1985. Details of the groundwater monitoring program except the location of the recording well in the unconfined aquifer are acceptable. The selection of well 808 as the unconfined aquifer recording well does not appear to be as appropriate as some other wells. Two of the well location criteria given in Section 2.4.12.7 of the SER do not appear to be met with respect to proximity of previously measured high groundwater levels and the recording rain gauge.

Maps prepared by the applicant of the unconfined groundwater levels dated November 1971 and December 1984 are both consistent in showing that the highest levels are south of the power block area. Either well 803A or

_804 appear to be more appropriately situated with respect to the criterion of proximity to previously measured high groundwater levels.

From the interpretation of both maps, well 808 will be monitoring ground-water levels on the order of 5-10 ft lower than these wells on the south side of the, power block area. Because it does not appear that recording well 808 is;in the proximity of the previously measured high groundwater levels, the applicant should then discuss how the dynamic responses of recording'well 808 can be combined with the weekly measurements from the other wells, some of which are up-gradient, and extrapolated to the <

design-basis groundwater level.

~hs-Also, other wells are situated closer than well 808 to the recording rain gauge by at least 2500 ft. (about i mile).

The applicant needs to address these comments on the details of the unconfined aquifer groundwater level monitoring program and satisfy the staff's questions about the selection of well 808 prior to the resolution of confirmatory item 5.
