Our safety evaluation is enclosed. We have I determined that your response meets our guidelines for post-trip review

] except in two areas:

1. The method and criteria for comparing the event with known or expected plant behavior. ,

2. The development of a systematic safety assessment program to assess l

unscheduled reactor trips.

Further details are contained in the safety evaluation.

We request that you address the staff's recommendations as described in section III of the safety evaluation and either commit to following the recorrendations or provide adequate justification for not doing so. We j

request your response within 45 days of your receipt of this letter. Our review of your response will be addressed in a supplement to this safety t evaluation.

l The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
