NOTICE OF VIOLATION Philadelphia Electric Company Docket No.
50-277 Peach Bottom Atomic Power Station License No. DPR-44 Unit 2 EA 85-63 On April 18, 1985, an NRC inspection was conducted to review the circumstances associated with a violation of the physical security plan identified by the NRC's Senior Resident Inspector on April 14, 1985.
During the inspection, three other violations of NRC requirements were identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the particular viola-tions are set forth below:

10 CFR 50.54(p) states, in part, that the licensee may make no change which would decrease the effectiveness of a security plan prepared pursuant to 10 CFR 50.34(c) or 10 CFR Part 73 withou* prior approval of the Commission.
10 CFR 50.54(p) further states, in part, that a licensee desiring to make such a change must submit an application for amendment to its license.

Each violation has been categorized at Severity Lesel IV (Supplement III).
Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to the Regional Administrator, U.S. Nuclear Regu-latory Commission, Region I, 631 Park Avenue, King of Prussia, PA 19406, within 30 days of the date of this Notice, a written statement or explanation, including for each alleged violation:
(1) admission or denial; (2) the reasons for the violation, if admitted; (3) the corrective steps which have been taken and the results achieved; (4) the corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
Consideration may be given to extending the response time for good cause shown.
Under the authority of Section 182 of the Act, 42 U.S.C. 2232, this response shall be submitted under oath or affirmation.
