SUMMARY

OF DECEMBER 9, 1996, SENIOR MANAGEMENT MEETING ON THE AP600 On December 9,1996, representatives of the Nuclear Regulatory Commission (NRC) and Westinghouse met to dis:uss the schedule for the AP600 design. is a list of attendees. Attachment 2 is a copy of the slides presented by the staff.

The staff opened the meeting stating that the primary factors driving the schedule were the timely Westinghouse submittal of remaining deliverables and the availability of staff resources to support the review. Other factors to be considered included the decisions on the policy issues currently before the Commission, the level of detail of information in the Standard Safety Analysis Report, and the timely resolution of issues concerning the programmatic reviews and the key technical issues.

The staff met with Westinghouse on November 20 and 21, 1996, to schedule the detailed review milestones for each technical discipline. The staff consid-ered Westinghouse's proposed submittal dates and statf availability. The general results of the meeting was that the majority of the staff could deliver their final safety evaluation report (FSER) inpu'. to the NRC Projects staff in June 1997. The two exceptions were the Containment Systems and l

Severe Accident Branch (July 21,1997) and the Reactor 3ystems Branch (Octo-ber 31, 1997). As a result of further discussion the next week, the Reactor Systems Branch agreed to deliver their input by August 31, 1997.

These internal schedules would result in the issuance of an Advanced FSER to the Commission and Advisory Committee on Reactor Safeguards about November 1997, and the publication and issuance of the Final Design Approval around March 1998. The staff indicated that the rapid resolution of key technical issues would help expedite the schedule.

It also was evaluating whether contractor assistance would help improve the schedule.

Westinghouse stated that the schedule was inconsistent with'their funding and their desire to complete the review in FY97. They indicated that they would appeal the proposed completion schedule to NRC/ senior management.
