Dear Mr. Vassallo:
In your letter of January 16,1985, you identified discrepancies between Technical Specification 3/4.3.5.5, the Final Safety Analysis Report (FSAR), and our NUREG-0737, item III.D.3.4 responses. On February 21,1985, the Company identified the following four possible resolutions to this concern:
1.
Add the additional two detectors as identified in the FSAR and III.D.3.4 responses and submit a Technical Specification change request to reflect these additional detectors.
2.
Relocate the chlorine car to a location outside the protected area where the additional two detectors would not be required.
3.
Installation of a system, utilizing non-gaseous biocide, to replace the chlorine system currently installed.
4.
Modify the chlorine detection system to assure that the air transport time from the chlorine detector to the isolation damper is greater than the isolation time from detection to isolation as allowed by Regulatory Guide 1.95.
On June 14,1985, you requested Carolina Power & Light Company (CP&L) to provide additional information concerning the proposed modification to the Brunswick chlorine detection system. In addition, you requested CP&L to revise our control room habitability submittal of March 2,1983 and provide updated information consistent with the proposed modification.
Initially, CP&L planned to modify the chlorine detection system to ensure air transport time is greater than the isolation time. However, upon subsequent review we have determined that it is more effective to install the additional detectors required to make the as-built design consistent with the FSAR. The proposed modification meets the guidance provided in the Standard Review Plan (Section 6.4) and is consistent with our control room habitability study, making revision to this document unnecessary.
